Steven-- Thank you. That was helpful. I ended up adding "ul { list-style-type:disc; }" to the top of commonltr.css and commonrtl.css and this fixed the problem

I should have said "Maven DITA plug-in" instead of Eclipse plug-in. I configure the plug-in using the pom.xml file. I am not sure if this changes your advice.
