I thought the SVG plugin from DITA4Publishers used Apache Batik to render SVG => some raster format, then place the raster when it needs to be in the fo file.

I borrowed a colleague's FO reference, and it says you can specify an integer to indicate a keep strength that "can be ignored." My experience with PDF

Hi Matt, I don't see anything obviously wrong with your FO snippet, but the keep-with-previous.within-page="always" in the figure title block looks suspicious.
