The DITA Open Toolkit is available free of charge on sourceforge.net; you can download it, install it and use it “as is” to publish your DITA content. However, you will most likely want to customize the output and give it your corporate look and feel. To be able to do this, you will need to learn the nuts and bolts of the DITA Open Toolkit.
