Through specialization you cannot redeclare an existing element type.

In DITA 1.2 you can use a new feature, constraints, to override base content models to make them more strictive.

In DITA 1.1 you can integrate new domain modules to add additional element types to base content models.

So the real question is: what are you trying to do specifically?
