which type? what element? two small questions

Making yet another try at transforming a real document into DITA, with FrameMaker 8.0 and XML Mind to hand, and enjoying it no end!

Two questions so far:

which topic type

I have lists of roles and responsibilities, plus lists of working-groups and members: concept or reference? I'm inclined to say Reference, but would welcome advice

 what element

Some of these bulleted lists need list paragraphs (:lp, and respectful greetings to Michael Priestley) Haven't found any explanation of whether/how DITA handles this

Thanks! I'll try that paragraph-inside-bullet, though it sounds rather like mixing presentation and structure ;-}

As for the other half of the question, after looking a bit farther I have the feeling a reference topic is more for rigidly consistent information; so these lists of committee functions and members, which only achieve a fuzzy level of similarity, are perhaps better left as concepts.

The DITA <li> tags can contain <p> tags.
