DITA in Program Files

Hi all,

we are using DITA OT 1.3.1 and when we install it to Program Files directory, we are getting messages:

[DOTX023W][WARN]: Unable to retrieve navtitle from target: 'file.xml'. Make sure the topicref type matches the target, and that the file name and topic id are correct.

[DOTX027W][WARN]: Unable to retrieve linktext from target: 'file.xml'. Make sure the topicref type matches the target, and that the file name and topic id are correct.
