Guidelines for Specializers

These guidelines are primarily for information architects who are considering adding to the pool of DITA Specializations. Please add your own suggestions, marking with "Suggestion:" any contributions that you believe the community might need to come to consensus on.
Several categories of information are relevant:
- What a specializer needs to know about modules in DITA
- Where existing modules are catalogued

How are the params HDF, HDR, FTR used?
I am looking for a way to include information, such as Javascript, in the html output files without have to include something in each and every xml file. It looks like the open toolkit provides for such, but I can find no documentation for such.
Does any one know of any documentation on modifying the html output using the open toolkit?
